The policy convention serves as the central governing body of GSU, with decisions made by majority vote. It reviews the business of GSU, including resolutions submitted by Locals, members, the Joint Executive Council, and delegates during the convention. Resolutions, policy statements, and reports adopted at the convention become GSU policy.

During the policy convention, GSU elects its president, two vice-presidents, Defense Fund board of directors, and other committee positions.
