Local 14 members vote, say YES to tentative settlement

Over the last three weeks, Local 14 members across the province stepped forward, made their voices heard, and exercised their democratic right. The membership has voted, and 68% of those who cast a ballot voted in favour of accepting the terms and conditions of the May 5, 2026 tentative settlement with Richardson International.
“This outcome directly reflects your engagement, participation and patience throughout the process,” said GSU staff representative and bargaining committee member Donna Labelle. “Standing together means recognizing that your greatest strength is each other. Because we stood united, we have secured a path forward that brings stability and progress to Local 14.”
The bargaining committee extends a big thank you to every single member who took the time to participate, ask questions, and vote, noting their voice is the backbone of the local.

Tentative settlement reached; Ratification meetings being set

Negotiations with the company on May 5 resulted in a tentative settlement. An detailed email was sent to all Local 14 members on May 8.

Progress Achieved April 22 and 23; Negotiations Resuming May 5 and 6

The union’s bargaining committee reports that significant progress was made during the April 22 and 23 sessions with company representatives. Discussions were productive, and the committee is optimistic about the current direction of negotiations.
The two sides will return to the bargaining table on May 5 and 6. Our goal is to maintain this momentum and continue working toward a fair agreement that reflects the hard work of our members.
Key Upcoming Dates:
May 7: The Local 14 Board of Delegates will meet via Zoom to review the state of negotiations and elect their Joint Executive Council representative(s) for 2026.
Ongoing: Members are encouraged to reach out to their workplace representatives for the latest local developments.
Over the next month, GSU staff will be conducting station visits throughout the area to provide bargaining updates in person and answer your questions.
Local 14 (Richardson) bargaining set for April 22 & 23

The Local’s bargaining survey closed on December 1. There will be additional opportunities for members to share their feedback as the bargaining process continues.
Bargaining committee members Curtis Shiels and Mark Zacharias will review survey results and begin preparing a bargaining package when they meet with GSU staff rep Donna Labelle in Regina on December 18. The first round of bargaining with the employer is scheduled for January 7 and 8 in Regina, with support from GSU staff representative Donna Labelle and general secretary Steve Torgerson.
Members of the Local have been completing a bargaining proposal survey over the past several weeks.

The survey (sent to members in October) is an important tool that helps define member priorities and shape the committee’s strategy at the table.
If you haven’t filled it out yet, there’s still time to participate. The survey will close on Dec. 1.
Bargaining committee members have been elected
TMM – October 7, 2025
Local 14’s Board of Delegates met on October 6 and elected Curtis Shiels and Mark Zacharias to the bargaining committee. One additional bargaining committee position is available to a GSU Local 14 officer who may wish to get involved.
The employer has been served Notice to Bargain to renew the collective agreement, which expires December 31, 2025. GSU general secretary Steve Torgerson will attend bargaining alongside Donna Labelle, Shiels, and Zacharias.
